Noel Eisenstat is a seasoned Philadelphia‑area professional with a long history in urban redevelopment, economic development consulting, and civic leadership. He has played prominent roles in both public sector planning and nonprofit governance within the Delaware Valley.
Mr. Eisenstat served as Executive Director of the Philadelphia Redevelopment Authority (RDA), where he led the city’s efforts in managing and revitalizing vacant and blighted properties as part of broader community redevelopment initiatives. In that role, he was actively involved in policy decisions and implementation related to land use, economic development, and housing redevelopment for the City of Philadelphia.
In the private sector, Mr. Eisenstat is principal of Noel Eisenstat LLC, a consulting firm based in Philadelphia. He has provided expertise in structured financing and community development transactions, including serving as a consultant for New Market Tax Credit (NMTC) projects — coordinating legal, financial, and investor aspects for economic development initiatives.
Mr. Eisenstat has also been active in civic and nonprofit leadership locally. He has been elected to boards of organizations focused on community design and local services, including serving on the board of the Community Design Collaborative, Gaudenzia Foundation Inc., and participating in governance and planning efforts within Philadelphia’s nonprofit sector.
Additionally, he has been involved with Philabundance, a major regional food security nonprofit, where he has served in leadership positions on the board helping guide strategy and community engagement efforts.
