Julie O’Toole is a seasoned financial executive with over 25 years in leadership. Her experience spans nonprofit, healthcare, government contracting, and financial services organizations. She brings deep expertise in financial strategy, budgeting and forecasting, operational infrastructure, risk management, and organizational growth.
Prior to joining Gaudenzia, Julie served as Vice President of Financial Planning & Analysis at Chimes International, a $275 million multi-entity nonprofit organization serving individuals with behavioral health, employment, and intellectual and developmental disability needs across multiple states. She also served as Chief Financial Officer and Chief Administrative Officer at HealthCare Access Maryland, where she partnered closely with executive leadership and the Board of Directors to strengthen financial operations, governance, and long-term sustainability.
Known for her collaborative and transparent leadership style, Julie has built and led high-performing finance teams throughout her career while supporting complex, mission-driven organizations. She holds a Bachelor of Science in Business Administration from University of Maryland Global Campus and a Leadership & Management Certificate from The Wharton School of the University of Pennsylvania.
Julie lives on a horse farm in northern Maryland with her husband and enjoys gardening, swimming and the beach.
