PROGRAM DESCRIPTION:

Baltimore Substance Abuse Systems (BSAS), the substance abuse treatment authority for Baltimore City, in cooperation with the Maryland Deparment of Public Safety and Correctional Services (DPSCS), has contracted with Gaudenzia for substance abuse treatment service. Gaudenzia will design and implement a dual-diagnosis prison-residential treatment program (in and intensive outpatient format) at the Metropolitan Transition Center (MTC). The target population is male offenders from Baltimore City who are within six to nine months of release and have a substance abuse problem. Some offenders have been diagnosed with a Axis II diagnosis.

The program will facilitate the early establishment of treatment alliances between these men and counselors from a group of community providers from their local neighborhoods, counselors who will each work up to one day per week side by side with program counselors. The design will have a referral process that hands each offender into the care of the corresponding community provider on release. These community treatment providers will also provide prison treatment for inmates who have completed the program but remain incarcerated while on work release.
